Recalling the UNHCR report
that indicates over 5 million people have fled from Syria since 2011 and
many people are displaced inside Syria,
Recognizing that the conflict in Syria has brought tremendous
sufferings to the Syrian people and impacted peace and stability in the Middle
East,
Emphasizing that it is a global responsibility to take necessary
effort for protecting Syrian people from any kinds of insecurity and human
rights violation,
Reaffirming that humanitarian assistance for civilians in Syria
such as medical and food assistance is urgent necessity of international
society,
Affirming that relevant parties in the international community
should provide positive and constructive help for the political settlement of
the Syrian issue and avoid taking any action that could further militarize the
crisis;
Reminding all nations that the Chemical Weapons Convention
absolutely prohibits the production, stockpiling and use of chemical weapons in
any circumstances,
Deeply concerned by the behavior of Bachar al-Assad and lack of
political stability in Syria。
Recognizing the
need for the construction of a safety zone in order to secure the safety of the
citizens and to prevent further violence.
1. Reaffirms that
support for Syrian civilian must be focused on human rights protection based on
the human rights law, international law and refugee law framework;
2. Calls upon member
states to provide humanitarian assistance such as medicine, food, water, for
civilian in Syria;
3. Emphasizes available
access for international voluntary organization to provide enough medical and
humanitarian support;
4. Also Calls upon international
society not to concern about using military power against local people;
5. Calls for establishment
of investigation committee for impartial and professional investigations that
watched closely the humanitarian situation in Syria.
6.
Decides that every country stops selling weapons to any military
groups and individuals in Syria and the Security Council will apply economic
sanctions against any country which disobeys the decision.
7.
Decides to establish, in accordance with rule 28 of its
provisional rules of procedure, a Committee of the Security Council consisting
of all the members of the Council to undertake the following tasks and to
report on its work to the Council with its observations and recommendations;
i.
To seek a way to create an effective and international framework
to regulate and eventually stop the illegal trading of weapons across the
borders;
ii.
To consider information brought to its attention by States or NGOs
regarding the illegal flow of weapons;
iii.
To send ad hock mission to the States in which such trading is
allegedly taking place;
iv.
To make sure the mission stated in (c) is conducted with the
consent of the States concerned;
v.
To make periodic reports to the Council on information gained by
the mission for the Council to take necessary action;
8.
Demands that all the countries which have the troops in the
territory of Syria shall temporarily withdraw them by the designated date.
9.
Emphasizes that in order to protect the civilians of Syria, it is
the great interest of the international community to make safe zones with the
heavy security of an international coalition and it would be constructed in the
details as followed;
i.
The international coalition will be composed of multi-national
troops that are armed and with a mandate which will allow the usage of firearms
when needed of protection and combat.
ii.
These forces will be composed of troops of the new Semi-permanent
members except Japan to reinforce their new status and commitment with the
save-guard of the peace around the world, in addition to voluntary basis troops
of countries that wish to send its own; such as The United States of America.
iii.
Since there will not be any national foreign army and to avoid
misunderstanding, all the troops regardless their country origin, must be
wearing a UN badge and a Blue Helmet.
iv.
To safe-guard the life of the soldiers and its mission, these
forces are allowed to respond, in any way considered, to protect the civilians
and themselves of any type of attacks against them.
v.
The safe zones will be constructed in two main area types; a) the
expansion and strengthening in the per-existing safe zones, and b) creation of
a new safe zone on the borders of the Syrian country.
vi.
Especially for the safe zone type b), any kind of trespass into
the neighboring country should be strictly prohibited, and the international
coalition would use arms to prevent this from happening though emergency
procedures would be prepared.
vii.
For both area types, they should be completely demarcated from
violence and the continuation of the safe zones will proceed until the UNHCR
decides it is not necessary any more.
10. Demands the creation of a Negotiations
Committee to represent political and military groups to include:
i.
Members ranging from Damascus-based opposition to moderate armed
opposition to reflect the diversity and views of Syrian society,
ii.
Members are committed to a negotiated political settlement based
on Geneva Communique,
iii.
Outline key steps in the transition governing body, democratic
election, a new constitution to protect human rights for all, full participation
of everyone (including women), freedom of the press, security forces that are
reliable and an end to Assad regime.
